About True Management Services
In an era of shrinking budgets and growing complexity, True Management Services, LLC delivers a tested model that strengthens small to mid-sized community-based organizations (CBOs), streamlines government program implementation, and saves taxpayer dollars. We provide hands-on technical assistance (TA) through public contracts, with a proven record of driving measurable results at scale.
Our approach helps smaller organizations navigate complex systems and access the funding and tools traditionally available to large-scale institutions.
Our Role in CalAIM
California’s CalAIM (California Advancing and Innovating Medi-Cal) initiative launched in 2022 as a statewide strategy to transform Medicaid by integrating health and social care, reducing preventable ER visits, and improving outcomes for high-risk individuals. Funded in part through a Section 1115 federal Medicaid waiver, CalAIM represents $8 billion in state investment over five years.
A central pillar of this effort is the CalAIM TA Marketplace, a state-funded resource offering free, expert technical assistance to providers navigating new Enhanced Care Management (ECM) and Community Supports (CS) models.
With no roadmap and few providers equipped to deliver these services at launch, True Management Services became the first and only TA provider during the first six months—guiding CBOs through infrastructure development, billing systems, workforce design, and compliance.
